California’s Energy Rules: Why a Replacement Pool Pump Has to Be Variable Speed

The pump dies on a Thursday. It had been getting louder for a month. Now there’s a burnt smell at the pad, no water moving, and a fast education in what a pump replacement involves. The homeowner reads the model number off the old label and expects to pay about what they paid in 2013 for the same 1.5 horsepower single speed unit. That motor is no longer legal to sell in California for that application.
The replacement will be a variable speed pool pump, and it costs more up front. The conversation goes better if you know the rule before the quote arrives. So this is the law, what it means at the pad, and the part that decides whether you get your money back.
In California, a replacement pool pump motor rated 0.5 total horsepower or greater has to be variable speed. That comes from Title 20, the state’s appliance efficiency regulations, and it applies to motors made on or after July 19, 2021. Nobody has to remove a working single speed pump. The rule governs what can be sold.
What Title 20 says
Title 20 has required residential pool pump motors of 1 HP or greater to run at two or more speeds for well over a decade, which is why two speed motors are bolted to plenty of older pads around here. Around here means Thousand Oaks and the rest of Ventura County, where pools run year round and pumps pile up hours. The 2021 change is the one people hit today.
For replacement dedicated-purpose pool pump motors manufactured on or after July 19, 2021, the floor is 0.5 total horsepower and variable speed. Two speed no longer clears the bar. The California Energy Commission’s FAQ page on replacement dedicated-purpose pool pump motors states both, if you want the primary source.
Two details matter. The requirement sits at the motor level, not the pump level: it covers motors marketed as replacements in pool filter pumps and pressure cleaner booster pumps. And total horsepower isn’t the number on your old label. It’s stamped on the motor plate, where it gets read during the equipment check on regular weekly service. Rated horsepower times service factor is the math, which is how a pump you’ve always called one horsepower ends up nearer 1.5 total horsepower.
Almost every in-ground pump in a Ventura County backyard is above 0.5 total horsepower, which is why a rule with a threshold behaves like a blanket rule.
How the federal standard stacks on top
The Department of Energy set efficiency standards for dedicated-purpose pool pumps effective that same date, July 19, 2021. That federal standard doesn’t say “must be variable speed.” It sets a minimum weighted energy factor, or WEF, roughly gallons moved per kilowatt-hour, and lets manufacturers hit it however they can. For the bigger self-priming filter pumps, they can’t hit it with one speed. Pentair’s technical paper on the rule puts the dividing line at 0.711 hydraulic horsepower, around 1.2 total horsepower and up, and says single and two speed pumps above it are unlikely to comply. Below it an efficient single speed can still pass, so small and above-ground pumps are a separate conversation.
DOE then went after motors directly. Its motor standard requires variable speed control at 0.5 total horsepower and up, phased by size: motors from 1.15 to 5 total horsepower had a compliance date of September 29, 2025, and motors from 0.5 to under 1.15 are set for September 28, 2027. In May 2026 the Pool and Hot Tub Alliance announced DOE will hold off on civil penalties for that smaller class until March 26, 2029.
That breather does not open a window to buy a single speed 0.75 HP replacement motor here. California’s own 0.5 THP rule is still on the books, and a federal enforcement pause is not a repeal of a state standard. If you want it in writing, ask the CEC’s Appliance Efficiency Program before you buy.
What if you just want it repaired?
This is where our knowledge stops. A shaft seal, bearings, a capacitor, a corroded terminal board: none of that is the sale of a new motor, so it isn’t what these standards are aimed at. We haven’t found CEC language spelling out how a fully rebuilt motor is treated, and we won’t guess at it in writing. What’s clear is that once the motor is cooked, the new one has to be compliant, and past a certain repair cost you’re better off putting the money toward the variable speed pool pump you’ll be buying anyway. Where Title 24 comes in
Title 24, Part 6 is the building energy code, so it covers construction work rather than appliance sales. For residential pools, Sections 110.4 and 150.0(p) call for:
- Pipe diameters and filter area at least the code minimums, or flow no faster than 8 feet per second in the return and 6 in the suction
- A pump flow rate that doesn’t turn the pool over faster than once every 6 hours
- Suction pipe straight for at least 4 pipe diameters before the pump, sweep elbows, and a backwash valve at least 2 inches or the return pipe diameter
- Multi-speed controls that default to the filtration flow rate, returning to it within 24 hours after an override, and a permanent time switch so pumps can be set to run off-peak only
Whether a straight pump swap triggers a permit and a Title 24 form is a local call, so ask your building division. The intent isn’t ambiguous though: big pipe, slow water, a schedule that stays out of peak. Slow water only pays off when the filter isn’t fighting it, so cleaning a cartridge filter properly matters more here than it did on a single speed.
What a variable speed pool pump saves on SCE rates
The Department of Energy’s Building America Solution Center, run by Pacific Northwest National Laboratory, puts a typical 1.5 HP single speed pump at about 2,000 watts at 3,450 rpm, and credits a variable speed swap with cutting pump energy use 50 to 90 percent, averaging about $350 and 2,800 kilowatt-hours a year, payback around 1.6 years.

Southern California Edison’s published TOU-D-4-9PM rates are 34 cents per kilowatt-hour off-peak in summer, 58 cents on-peak from 4 to 9 p.m. on summer weekdays, 37 cents winter off-peak and a super-off-peak of 33 cents from 8 a.m. to 4 p.m. Price PNNL’s 2,800 kilowatt-hour saving at 35 cents instead of 12 and a half and it’s worth closer to $980 a year. The other direction: 2,000 watts for 8 hours is 16 kilowatt-hours, about $5.45 a day off-peak, every day, because pools here run year round.

Program the schedule or you wasted the money
Set the law aside. A variable speed pool pump is the right buy at these rates and would be even if it were optional.
But the savings aren’t a property of the box. They’re a property of the schedule programmed into it, and a lot of installs never get that part done.
The failure modes are boring and specific. The new pump gets wired to the old mechanical time clock on the wall, so it runs at whatever speed is on the preset whenever the clock closes the contacts. Or it gets set to 3,450 rpm for eight hours because that’s what the old pump did, which is paying variable speed prices for single speed behavior.
Speed is the leverage, because power rises roughly with the cube of speed. PNNL’s example: dropping from 3,450 to 2,400 rpm, a 30 percent speed cut, takes the draw from 2,000 watts to somewhere around 600. You move less water per minute, so you run longer, and still come out far ahead. Most pools need about one turnover a day, and here that is a twelve month schedule rather than a summer one, which is part of why monthly service here never gets a winter off. A 15,000 gallon pool gets its turnover in six or seven hours at low speed.
What should the schedule look like on SCE rates?
Keep the pump out of 4 to 9 p.m. on weekdays, every month of the year. Biggest single lever, and it costs nothing. In summer everything outside that window is 34 cents, so early morning and late evening cost the same and you swim when you like. In winter the cheapest block is 8 a.m. to 4 p.m. at 33 cents, which surprises people who assume overnight is always cheapest.
Low speed only works if the filter is clean, because a loaded cartridge raises resistance until the pump moves almost nothing. If pressure keeps climbing after a proper clean, the cartridges themselves are probably done, and no schedule fixes that.
Four things people ask about the rule
Is a two speed motor still allowed? Not as a replacement pool pump motor at 0.5 total horsepower or above. That closed in July 2021.
Can I order a single speed online from out of state? Retailers aren’t supposed to sell non-compliant units into California, you’d have no local warranty support, and we won’t install one.
Does a bigger pump clean better? No. Oversized pumps push water through the filter faster than it can filter it, which is why Title 24 caps turnover at no faster than every six hours.
Are there rebates? SCE has run pool pump rebates before, but we couldn’t confirm a current 2026 amount. Check with SCE before you buy.
Before you buy the motor
We don’t give equipment quotes over the phone, which is also on our FAQ page, and that isn’t a sales tactic. The answer depends on pipe sizes, how the pad is plumbed, the electrical, and what else is hanging off the system.
If the pump is already dead, what matters is getting the plumbing and the schedule right rather than shopping for the cheapest box. If it still works and it’s an old single speed, the arithmetic above is the argument for doing this on your timing instead of on a Thursday in August. Either way, make whoever installs it program the heater, cleaner and filtration speeds separately and show you the schedule.
